About Voices in Exile
What we do
Voices in Exile (ViE) is a platform dedicated to spotlighting the powerful work of Activists-in-Exile (AiEs)—individuals forced to leave their homelands due to their unwavering commitment to social and political change. Far from being passive victims, these exiled activists are transnational agents of change, bridging communities, influencing policies, and advancing justice across borders.
At ViE, we believe that exile does not silence activism—it transforms it. Our work is centered on three key pillars:
• Policy Advocacy: Driving recognition and support for AiEs by influencing policies that empower them as essential contributors to democracy and human rights.
• Community Building: Creating a strong, supportive network of exiled activists that fosters resilience, solidarity, and collaboration.
• Research & Scholarship: Generating knowledge on transnational activism, providing insights that shape policy and advocacy efforts.

John Packer is an Associate Professor of Law and Director of the Human Rights Research and Education Centre at the University of Ottawa.
